What do you think war is? Civil ones in particular, in the modern era aren’t typically fought in pitched battles. It’s small outbreaks of violence here and there with communities here and there recognizing authority other than the establishment that seeks to control them. That’s modern war. Look at the middle east and northern Africa, plenty of war to go around, and everyone is still just kinda doing their thing during the downtime.

I’m currently running an evaluation of ProxMox in the lab to replace VMware. If I can iron out a couple issues and get sign off from the managers we’ll switch to that.
