The dialog is displayed when the streamer clicked the Zone/Expand allowed area.

The streamer has many areas (by using Area Unlocker by fluffy). In the pawn dialog, there is only 4 or 5 areas (not locked in the screenshot).

I couldn’t find relevant mods from the list provided by the streamer.
