Responsible Statecraft reported in June 2024 that the US has a special weapons reserve for Israel called the War Reserve Stockpile Allies-Israel (WRSA-I). It is spread across multiple warehouses, has no public inventory, and lacks transparent transfer rules. In April 2024, Congress passed a law that eliminated the $200 million annual cap on deposits into the stockpile and allowed the president to decide the value of transferred weapons instead of fair market value. The president can now also decide case-by-case how far in advance to notify Congress. This means the US can send unlimited weapons to Israel with almost no public scrutiny. This is not just about sending bombs. It is about deliberately removing the checks that might stop them.
