I can’t quite read the first word - looks like “ЛУБЧЕК” (Lubchek) which might be a name? The rest means “with great irritation repeats everything which he said earlier about the difficulties to which is coupled the solution of these questions.” It sounds awkward in English because I’m trying to preserve the original Russian wording.
I believe the name is Dubchek, with a washed out capital Д.
