Man, it doesn’t make them less dangerous, but the fascists sure are stupid. They’ve just bought into so much magical thinking already that they just don’t grasp how a moving zone around a target the citizens don’t know about doesn’t work. All that matters is that the words feel good.
It is just a mechanism to punish you should you happen to record evidence against them. It isn’t meant to make logical sense for citizens - just be another way to harm you.
